Restriction on Workflow action "Create item in another site"

Hi,

I try to customize the "Create Item in another site", but the site resides on another web application.
When I enter the url of the receiving site and than a Refresh Lists, the correct set of lists becomes available in the lists-dropdown.
But Contenttype and  Field dropdowns are empty.
So I can't customize the action.

Maybe a restriction?
